《9威力加强版》为一款将2004年4月在PS2主机上推出的同名游戏移植到PSP掌机上再度发售推出的移植新作，也是PSP版《三国志》系列首款将整个中国大陆全部浓缩以一张地图显示，并让玩家们在这张地图上直接进行内政与战争的作品。
《三国志9威力加强版》中为了让内政的内容变得更加深奥，因此设计了内政设施的&吸收合并系统&。只要吸收邻接的内政设施，即可提升该设施的等级，也会获得更高的效果。如此一来，就增加了类似拼图般的要素。
《三国志9威力加强版》中所新增的&决战称霸模式&，是一种设计与众多三国志著名战役相同的情境，在这些情境之中，是一种必须在短时间之内完成指定胜利条件的全新游戏模式。任务种类包罗万象，例如&只能以单枪匹马方式获得胜利&、&突破敌军包围&等，设计高达20个任务。
