武汉市居住证是发给外地户籍人口的居住证明，持有武汉市居住的外地户籍人口，可享受武汉市民待遇，比如考驾照，上“鄂A”车牌、办理准生证、解决子女入学问题、在武汉参加中高考、办理出入境证件等。
办理武汉市居住证需在武汉实际居住满半年，可用以下材料证明：
1、租房合同、房产证、购房合同或用人单位出具的住宿证明；
2、工商营业执照、劳动合同。
3、学生证或能证明连续就读材料。 申办武汉市居住证流程
1、本人携带身份证原件及复印件前往居住地流动人口管理服务站申报办理。未满16周岁的未成年人和行动不便人群可由亲属代办，代办时需提交代办人和申办人的身份证材料。
2、社区民警或流动人口协管员审核申报材料。
3、符合条件的申办人填写《武汉市居住证申请表》并签字，领取《武汉市居住证领取凭证》。
4、社区民警或流动人口协管员上门核实暂住地址，确认信息无误后，予以受理。
5、申请人凭《武汉市居住证领取凭证》在规定时间内领取证件。 注意：居住证有效期为1年，期满后继续居住的须到流管站办理签注。不办理签注的，居住证使用功能终止。

　　武汉，是我国中部地区唯一的副省级城市，现为湖北省省会总面积 8494平方公里。世界第三大河—长江及其最长支流汉江横贯市区，将武汉一分为三，形成了武昌、汉口、汉阳隔江鼎立的三镇格局。武汉地理位置为东经 113° 41′－115° 05′，北纬29° 58′－31°22′，属亚热带季风性湿润气候，具有雨量充沛、日照充足、四季分明等特点。

　　武汉历史悠久，据考古发现和古籍记载，远在一万多年前，已有先民在武汉地区生息繁衍。3500多年前，城市文明之光在北部的盘龙城兴起。1700多年前的三国时期，武汉地区是著名的战场。明清以后，汉口逐步发展成为全国闻名的“四大名镇”之一。100多年前，武昌是辛亥革命首义之地。
　　Wuhan enjoys a time-honored history. According to archaeological discoveries and ancient records, more than 10,000 years ago, some people had already settled down in Wuhan. Over 3,500 years ago, the light of urban civilization began to spark in Panlongcheng, an ancient city in the northern area of Wuhan at that time. During the Three Kingdoms Period some 1,700 years ago, Wuhan was a noted battlefield. After the Ming and the Qing Dynasties, Hankou gradually developed itself into one of “the Four Famous Towns” nationwide. Wuchang is the birthplace of the Revolution of 1911 which took place more than 100 years ago.

　　政府部门的行政办公时间一般为周一到周五（国家规定的法定节假日除外），早上8：30—12：00，下午14：30—17：30。如有特殊需要在节假日办理业务者，可以提前与相关政府部门联系并预约。

　　01签证 Visas
　　Ⅰ 签证的种类
　　Ⅰ Types of Visas
　　我国签证分为外交签证、礼遇签证、公务签证和普通签证四种。根据外国人申请来中国的事由，普通签证又分为 8类：定居签证、职业签证、学习签证、访问签证、旅游签证、过境签证、乘务签证和记者签证，分别用汉语拼音和第一个字母和数字D、Z、X、F、L、G、C、J-1、J-2来标示。普通签证签发的对象为：
　　Chinese visas are classified as: diplomatic visa, courtesy
　　visa, service visa and ordinary visa. Classified by the purpose of
　　visiting China, ordinary visas issued to foreign nationals are further
　　classified into eight types: residence visa, professional visa, study
　　visa, visit visa, tourist visa, transit visa, crew-member visa and
　　journalist visa. Each type of visa is marked by the first phonetic
　　letter of its name's Hanyu Pinyin, some plus a number after the
　　letter, such as: D, Z, X, F, L, G, C, J-1 and J-2. Ordinary visas are
　　issued to the following nationals:
　　1. D字签证发给来中国定居的人员；

　　exchanges, short-term refresher courses and internships for no
　　5. L字签证发给来中国旅游、探亲或者因其他私人事务入境的人员，
　　其中 9人以上组团来中国旅游的，可以发给团体签证；
　　5. Visa L to foreign nationals who come to China for sight-seeing,
　　visiting relatives or other private business (A group visa may be
　　issued to a group of nine or more foreign nationals who are on a
　　sight-seeing trip to China);
　　6. G字签证发给经中国过境的人员；
　　6. Visa G to foreign nationals who transit through C
　　7. C字签证发给执行乘务、航空、航运任务的国际列车乘务员、国
　　际航空器机组人员及国际航行船舶的海员及其随行家属；
　　7. Visa C to crew members of trains, aircrafts and ships on
　　international travels, flights or voyages and to their accompanying
　　family members.

　　8. J-1字签证发给常驻中国的外国记者，J-2字签证发给临时来中
　　国采访的外国记者。

　　外国人只能根据所持签证种类从事相应的活动。
　　Foreign nationals in China are only allowed to engage in permitted
　　activities in accordance with the certain types of visas they have
　　been granted.
　　Ⅱ 外国人办理签证所需要材料
　　Ⅱ Documents Required for Visa Applications
　　外国人申请签证时需提供有效护照或者能够代替护照的证件；
　　回答被询问的有关问题；填写签证申请表；交近期 2寸的半身正面
　　免冠照片；交验与申请入境、过境事由有关的证明。
　　To obtain a visa to China, a foreign national shall provide a
　　valid passport or other valid iden answer
　　relevant questions asked, fill in the visa application form, submit
　　two-inch recently-taken full-viewed photos (without hat);
　　present relevant certificates attesting to the purpose of entry or
　　transit for examination.
　　如希望来中国定居或者居留 1年以上的人士，在申请入境签证
　　时，还须交验符合规定的健康证明书（6个月内有效）。
　　In addition, foreign nationals intending to reside in China
　　permanently or stay in China for more than one year should also
　　present health certificates (valid for six months) which conform to
　　relevant provisions when applying for entry visas.
　　Ⅲ 免签证的人员

　　为了方便外国人入境，许多国家采用互免签证的做法。下列外
　　国人进入中国内地可免办签证：
　　To facilitate international travels, many countries exempt each
　　other's citizens from visa requirements. The following foreign
　　nationals are granted visa-free entry into mainland China:
　　1.持有与我国政府签订互免签证协议国家护照的外国人。目前，与
　　我国签订了互免签证协议的有古巴、墨西哥、委内瑞拉等 53个国家。
　　根据协议，持有这些国家的外交、公务等非因私普通护照的外国人
　　可免签证进入中国内地。
　　1. Holders of passports issued by countries which have entered
　　into a mutual visa exemption agreement with the Chinese
　　government. At present, China has mutual visa exemption
　　agreements with fifty-three countries, including Cuba, Mexico
　　and Venezuela. Under such agreements, holders of non-private
　　ordinary passports, such as diplomatic passports and service
　　passports, are allowed to enter mainland China without visas.
　　2.持有联程客票并已定妥联程座位搭乘国际航班从中国直接过境，
　　在过境城市停留不超过 24小时，不出机场的，免办过境签证；如
　　要求离开机场的，须向边防检查站申请办理停留许可手续。
　　2. International passengers in immediate transit through China on
　　international connecting flights are exempted from transit visas,
　　if they stay in the transit city for no more than twenty-four hours
　　and do n if they need to leave the airport, they
　　are required to obtain a permit issued by the border inspection
　　station.

　　3.国际航行船舶在中国港口停泊期间，外国船员及其随行家属要求
　　登陆，不出港口城市的，向边防检查站申请登陆证；要求在陆地住
　　宿的，申请住宿证（需前往港口城市以外的地区或者不能随原船出
　　境者除外）。

　　1.Foreign nationals who come to China for permanent
　　residence or reside in China for more than one year are required
　　to go through health inspection formalities at the International
　　Tourism and Health Care Center of Hubei Entry-Exit Inspection
　　and Quarantine Bureau (abbreviated as “the Center”), and
　　submit the original health certificates (health inspection items

　　进出境时，旅客需要向海关如实申报本次进出境携运的行李物品。
　　Luggage and goods carried by inbound and outbound
　　passengers should be declared accurately to the Customs.
　　申报方式：旅客在进出境旅检现场可选择红色或绿色通道通关。绿通道为无需填写书面申报单的通道，红通道是要填写“旅客行李申报单”进行书面申报的通道。如不知道选择何种通道，应该选择“红通道”向海关申报或咨询。有托运的分离运输行李的要填写“旅客行李申报单”。
　　The way of declaration: passengers at the Entry-Exit
　　Inspection may choose between the red channel and the
　　green channel for customs clearance. The green channel is for
　　passengers who do not need to fill in the written declaration
　　 the red channel is for those who need to fill in the

　　Luggage and goods carried by inbound and outbound
　　passengers should be for personal use and in a reasonable
　　quantity. The goods exceeding the reasonable quantity for
　　personal use will be treated by the Customs according to
　　relevant regulations. The objects prohibited from entry and exit
　　by the state should not be carried into or out of China.

　　非居民长期旅客取得境内长期居留证件后可书面向海关申请进境自用物品，首次申请进境的自用物品海关予以免税，机动车辆和国家规定应当征税的 20种商品除外。再次申请进境的自用物品，一律予以征税。根据政府间协定免税进境的非居民长期旅客自用物品，海关依法免征税款。
　　After obtaining the long-term residence permits, nonresident
　　long-term visitors may file a written application for duty
　　exemption on inbound articles for personal use in written form
　　with the responsible Customs. The inbound articles for personal
　　use brought into China for the first time may be exempted from
　　duty, except motor vehicles and another 20 specific items that are
　　subject to taxation by the state regulations. The inbound articles
　　for personal use brought into China for the second time or more
　　should be levied a duty. The Customs office does not levy duties
　　on specific articles imported by non-resident long-term visitors
　　for personal use under the intergovernmental protocols.
　　驻华使领馆进出境公用、个人自用物品要向海关书面申请，按政府间协定，在海关规定的范围内可以享受免税待遇。
　　Articles for personal use or public use, which are imported
　　or exported by staff members of foreign embassies and
　　consulates in China, may be exempted from duty within the
　　Customs regulations under the intergovernmental protocols, on
　　condition that the staff members file a written application with the
　　responsible Customs office.
　　常驻机构进口公用物品，按照《中华人民共和国进出口关税条例》的有关规定征收税款。政府间协定免税进境的常驻机构公用物品，海关依法免征税款。
　　Articles for public use, which are imported by staff
　　members of resident offices, should be levied a duty according
　　to the Regulations of the People's Republic of China on Import
　　and Export Duties. Specific Articles for public use, which are
　　imported by staff members of duty-free resident offices under
　　the intergovernmental protocols, will be exempted from duty
　　according to the law.
　　Ⅲ 进口车辆的管理

　　常驻机构可以申请征税进境机动车辆，海关按照该机构常驻人员的实际人数核定其进境车辆的总数。
　　Resident offices may apply for importation of motor vehicles
　　with duty paid. The Customs will ratify the total number of the
　　imported motor vehicles in accordance with the actual number of
　　permanent personnel in this resident office.
　　常驻人员可以申请征税进境机动车辆（9座以下），每人限新车 1辆，其他非居民长期旅客不得进境机动车辆。对常驻人员征税进境的机动车辆在办理完交管部门行车牌照之日起 1年后，可向海关书面申请办理过户手续。

　　Permanent personnel may apply for importation with duty
　　paid of one new motor vehicle (no more than nine seats) for
　　each. However, non-resident long-term visitors cannot import
　　motor vehicles. The titles of the motor vehicles imported by
　　permanent personnel may not be transferred until they have
　　completed vehicle registration formalities with the competent
　　traffic administration authorities for one year. To transfer such
　　titles, permanent personnel should file a written application with
　　the responsible Customs office.
　　根据政府间协定免税进境的机动车辆属于海关监管机动车辆，海关对其实施后续监管，监管期限为自海关放行之日起 6年。未经海关批准，进境机动车辆在海关监管期限内不得擅自转让、出售、出租、抵押、质押或者进行其他处置。
　　Duty-free imported motor vehicles are under the Customs'
　　supervision according to the intergovernmental protocols. The
　　supervision period by the Customs on the motor vehicles is six
　　years since the date of Customs clearance. Without the approval
　　by the Customs, imported motor vehicles cannot be transferred,
　　sold, rent, impawned, pledged or devoted to other purposes
　　during the supervision period.
　　Ⅳ 对文物的管理

　　海关准予入境旅客携带文物进境。如需要复带出境的，应在入境时向海关详细申报，并经文物鉴定站办理手续，内容包括品名、数量、年代、规格、质地、款式等，必要时要提供照片，经海关核查无讹后，登记备核。复带文物出境时，海关凭入境时的申报登记核放。
　　Inbound passengers are allowed to carry cultural relics into
　　China. If one plans to take the carried-in cultural relics out of
　　China, detailed declarations should be filed with the Customs
　　when entering, and he or she should go through formalities at
　　the Cultural Relics Appraisal Institution. The declarations include
　　submitting the names, quantities, ages, specifications, textures,
　　styles, etc. Photographs may be required if necessary. After
　　confirmation by the Customs, the cultural relics are registered
　　for ratification. When taking the carried-in cultural relics out of
　　China, one needs both the declarations and registrations filed for
　　Customs clearance.

　　携带、邮寄、托运文物（含已故现代著名书画家的作品）出境，必须向海关申报，并交验国家文物鉴定站开具的文物出境许可证或文物古迹外销统一发货票，海关凭证明文件核查文物上的鉴定标识放行。携带、邮寄、托运文物出口，不向海关申报，不论是否藏匿，海关都将依法处理。
　　To carry, mail, consign cultural relics (including paintings and
　　calligraphies of the late famous modern artists) out of China,
　　declaration forms should be filled out and Cultural Relics Exit
　　Permits issued by the National Cultural Relics Appraisal Institution
　　or Invoice of Cultural Relics or Antiques should be submitted to
　　the Customs. The Customs officials will identify the appraisal
　　signs on the cultural relics for clearance. Carrying, mailing,
　　consigning cultural relics out of China without declarations, hiding
　　or not, outbound passengers will be punished by the Customs
　　according to law.
　　Ⅴ 对邮递物品的管理

　　海关对个人进出境邮递物品规定了每次邮寄物品的限值，免税额和禁止、限制邮寄物品的品种。个人邮寄进境物品，海关依法征收进口税，但应征进口税税额在人民币 50元（含 50元）以下的，海关予以免征。个人寄自或寄往港、澳、台地区的物品，每次限值为 800元人民币；寄自或寄往其它国家和地区的物品，每次限值为1000元人民币。个人邮寄进出境物品超出规定限值的，应办理退运手续或者按照货物规定办理通关手续。但邮包内仅有一件物品且不可分割的，虽超出规定限值，经海关审核确属个人自用的，可以按照个人物品规定办理通关手续。邮运进出口的商业性邮件，应按照货物规定办理通关手续。
　　Restrictions on the total value and tax exemption for each
　　mailing, as well as the category of the items that are prohibited
　　or limited are set by the Customs. Personal imported articles by
　　mailing should be levied import duty by the Customs according
　　to law. However, the import duty which is no more than 50
　　RMB can be exempted. Personal items sent from or to Hong
　　Kong, Macao and Taiwan should be limited within the value
　　of 800 RMB; Personal articles sent from or to other countries
　　and regions should be limited within the value of 1,000 RMB.
　　Personal imported or exported articles by mailing which exceed
　　the prescribed value should be returned or released if they are
　　subject to Customs formalities for delivering according to related
　　regulations. If a parcel contains only one article and undivided,
　　though exceeding the prescribed value, may be released
　　according to personal items regulations after the Customs confirm
　　that it is for personal use. Imported and exported business articles
　　by mailing should be subject to Customs formalities for delivering.

　　机及文字处理机、家具、灯具和餐料。

　　2、居留许可的有关注意事项

　　(1) 外国人在签证或者居留证件有效期满后需继续在中国停留或
　　者居留，须于期满前申请延期；
　　(1)A foreign national who wishes to stay or reside in China
　　after his or her visa or residence permit expires should apply foran extension of said visa or residence permit before it expires；
　　(2)外国人在中国居留期间，如果发现患有规定不准入境的疾病，
　　中国卫生主管机关可以提请公安机关令其提前出境；
　　(2)During his or her residence in China, if a foreign national
　　is found to carry a disease which would have disqualified him or

　　more than one year are allowed to purchase commercial properties
　　needed for personal occupations. They are not, however, allowed
　　to purchase commercial properties that are not for personal
　　occupations.
　　符合规定的境外机构和个人购买自用、自住商品房必须采取实名
　　制，并持有效证明（其来境内工作、学习并经我方批准的证明）到土
　　地和房地产主管部门办理相应的土地使用权及房屋产权登记手续。
　　Overseas entities and individuals who are allowed to purchase
　　commercial properties for their own occupation should make the
　　purchase under their real names and complete the land use rights
　　and property title registration formalities with the local land and
　　property authority by presenting valid certificates (certificates

　　写《境外人员临时住宿登记表》，领取申报回执。

　　within 24 hours upon his or her arrival, register or have his or her
　　host register with the local police station by presenting his or her
　　passport or valid identity paper. The individual should then fill out
　　the Overseas Personnel Temporary Lodging Registration Form,
　　and obtain a registration receipt.

　　中国的现行学制规定：小学 6年，中学 6年，高等院校的专科
　　2至 3年，本科 4至 5年，硕士和博士 2至 3年。每学年分为两个
