五、山区低洼地区要认真做好对山体滑坡、泥石流等地质灾害的防范措施;对容易出现的险情、发生泥石流的地方要求采取有力措施，及时排除安全隐患，确保山塘水库安全渡汛。
六、对学校的危险校舍，农村的危房险屋，城镇的工厂、企业、在建工程等都要做好防范措;对住在危房、建筑工地工棚的人群要做好安全转移工作，一旦遭受台风、暴雨袭击，重点转移群众，
七、对农村、农业部门的建议：
1.抢修被台风毁坏的田堤，疏通排灌渠道，及时排涝去渍。
2.合理布局作物种类和品种。使关键生育期避过台风活跃时期，同时要选择抗风、矮杆的品种，搞好菜田基本建设，改善生态环境，适应作物生育和产量形成。
3.采取综合措施，减轻风害：①加强田间管理，培育健壮植株，提高作物的抗坏抗倒、抗病能力;②选育具有矮壮，茎粗、根壮，耐涝的良种;③台风出现前夕，提前采收接近成熟的果菜;④加固瓜豆棚架，设立支撑防风等。
