　　突然有个机会去邻国多哥首都洛美，尽管只是匆匆二日来回。
　　汽车在起伏不平的公路上蜿蜒，一侧，椰林郁郁，一望无际；另一侧，几内亚湾独特的绿色海面星帆点点。
　　从科托努到边境不过两三小时车程，几道竹篱把一块土地判为两国，竹篱两边，同样的海水，同样的椰林，在同样的一片天空下，有着同样黝黑皮肤的农妇们用同样的姿势顶着各种商品，操着同样的土音，此起彼伏地高声叫卖着。
　　当然也有不同：号称民主国家的贝宁海关效率极高，只有一道边检，却不免明目张胆，勒索钱财；而被诟病为专制独裁的多哥海关官员们个个一身正气，两袖清风，却程序繁琐，须通过多道关卡方能入境。
　　终于结束了，身后，绿黄红三色条纹的多哥国旗迎风招展，前面不远，著名的多哥湖波光粼粼。
　　多哥湖因曾被教皇赞叹而名声大噪，其实不过是西非赤道一带随处可见的泻湖，只是驳砌了石岸、修了几座酷似“军民鱼水亭”的凉亭罢了，黑人们津津乐道，可是我实在觉得，椰林、海水和沙滩更能打动我的心扉。
　　洛美比科托努略大，依海而建，沿海大道笔直向前，一侧是望不到头的沙滩，另一侧则是欧洲风格的矮小房屋。其中既有法国人建造的别墅和教堂，也有独立后的建筑，据说，城市由德国人规划，海岸1。5公里以内严禁起高楼，房屋走向也有严格规定，以免遮挡住海风的吹拂，因此，虽然地近赤道，微风徐来，竟然颇有凉意。
　　然而街上的建筑已露出风霜之色，临海一侧，法国人当年修筑的港口栈桥早已废弃，铁锈斑驳，蜿蜒着伸向海面。
　　入夜了，除了几处以中国人为主顾的赌场，和一些欧洲人时常出没的酒店，偌大都市，一片寂静漆黑。据说，这座号称西非小巴黎的城市，夜生活曾经相当丰富，但这样的生活在给人们带来欢娱的同时，也给统治者带来恐惧——反对派们往往在这时荟萃各个公共娱乐场合，高谈阔论，针砭时政，于是，在党政军警宪特的综合治理下，多哥的夜晚终于暂时安全、也暂时寂寞了下来。
　　次日黎明即起，出于工作需要，花了几个小时在充满喧嚣和恶臭的市场中穿梭盘桓之后，我们来到了二月二宾馆广场，宾馆很高，很现代，广场上，一个胖大的老年黑人雕像高高在上，庄严地凝视着我们。
　　“不知是哪年的二月二日，反正有好几十年了罢，多哥总统埃亚德马邀请国内所有反对派领袖同乘一架飞机旅行，结果飞机失事，所有反对派都摔死了，只有总统一人毫发无伤，这个广场和这座大酒店，就是对此的纪念。”
　　这座雕像当然就是这位总统先生，我认识他，从一进国门就认识了，事实上，多哥境内到处是他的画像，想不认识此人，倒还着实有些难度。据谣传，那天这位总统根本不在那架飞机上，当然，这仅仅是谣传，不过从此之后，这位一天天老起来的总统便一届又一届地连任直到今天。
　　午饭时候，坐在SHARAKAWA酒店泳池边的露天餐厅座上，远处，大西洋面商船隐隐，近处，一泓碧水，几十个白人或沉浮水中，或逍遥岸上，神态惬意而安详，远远地，一个黑人侍者面无表情地注视着这一切，他是否在困惑，这里究竟是不是他的非洲？
　　要走了，这不是旅游，不过是匆匆一日而已。
　　车在非洲酷烈的阳光下疾驰，车窗两侧，是已经不再新鲜的景致，我们疲惫地睡着了。
　　待我醒来，已是边境关卡，照旧的繁琐手续和清廉作风，签证处墙壁，一张不算陈旧的竞选海报上，那位无处不在的总统古稀沧桑的脸上堆满了笑意，高高挥起的右臂之侧，刷着一行醒目的黑体大字： 惟有即将失去，方能体味珍惜。

一个多哥洛美的客人要买RAM MAMORY。我跟他谈了之后他回了我三封信，我把他的回信和我写的都放在这，请大家帮我鉴定一下，会不会是骗子
这是我给他报价后他的回复：
&&Dear Mr.Lee,
We acknowledge with thanks receipt of your email dated 11 september 208 alongside your price for ram memory which we hereby confirm accepted.
In the spirit of transparency, we are very eager to develop immediate business relationship with your esteemed firm soonest. Be rest assured, there's a very bright market prospects here for ram memory.
However, what might actually delay our starting immediate business with you is payment. Herein Togo Republic, it's extremely difficult for us to transfer funds for our orders by advance L/C or T/T owing to inflation here and new placed by Togo government on advance foreign exchange transfer.
Following recent upsurge in the demand for foreign exchange transfer by the business community here fueled by inflation, Togo banks as directed by the government have stop granting approvals for establishing advance L/C or advance T/T payment for&&products classified by government as non-essential commodity,which ram memory etc are amongst the item's (products) grouped as non-essential. The strict adherence to government new economic recovery protocols have compelled most banks operating here feel reluctant to grant advance foreign exchange approval for opening L/C or advance T/T payment for commodities classified by government as non-essential. Because Togo government have a factory that produce/Manufacture Ram Memory here in Togo and as such impose strict payment transfer regulation for private firms importing ram memory here, just to enable government owned factory/manufacturers of ram memory enjoy market monopoly here and make huge amount of profits.
Following recent development, the entire business community herein Togo, headed by the trade secretary has raised a committee that will have power to quiz government departments and reject regulations that are judged obstructive to the healthy conduct of business here. Meantime, we do not know when the power tussle between the trade leader's and the government will be over.
Presently, Togo government in it's bid to control inflation and stop influx demand for foreign exchange transfer by importers have introduced the D/P method of payment (Document Against Payment) or C.A.D (Cash Against Document) through banks operating here for products classified as Non-Essential-Commodity ( Non-Es-Com).& &Under the D/P or C.A.D method of payment transfer from here, a bonafide importer of Non-essential commodity is required by banks here to present the original shipping documents to them as evidence of shipment, proving that foreign exchange request for transfer to oversea bank is for payment of goods/products already shipped on board Air plane or sea vessel destined to Togo Republic Port.
Further more, owing to inflation here and government borrowed funding of the economy from International financial bodies like IMF, PARIS CLUB, WORLD BANK etc, the general banking regulations and principles adopted by banks here in Togo are tailor-made (formulated) by Togo government for economic&&recovery reasons, and such economic recovery regulations are being Tele-guided by government appointed agents to ensure that they are strictly adhered.
To this effect, we kindly request you to confirm your acceptance of the D/P or C.A.D payment method through our bank here. Cash/money is ready for immediate settlement of your bills (full invoice value) of our order , once you ship out the goods and send the original shipping documents directly to our bank. The D/P or C.A.D system of payment is 100 percent Ok and secure just like L/C payment, the only difference is that banks here needs prove of shipment (evidence of transaction) which is the original shipping document that will be send directly to them after you effect shipment in order to enable them transfer funds by swift T/T to your bank.
Upon your confirmation of acceptance on the above payment method,we shall discuss price and fax or email our bank information for preparing the first shipment.
