请问这个表格 10 和 2 分别代表什么？
另外，我们货代要让客户提供，Importer IRS # 和 Surety Code，但是客户不知道这两个代码是什么？改怎么办？

美国10+2申报（ISF）的介绍
出口到美国的货物，出口行业人士都知道需要向其发送一个AMS数据，而从日起，所有去美国的货物在提交AMS的前提下还需提交一个新的10+2申报。这又是个什么申报呢？
　　10+2 申报，实为ISF申报的一个俗称。即进口安全申报（Importer Security Filing）和运送人附加要求，要求美国进口商(10项申报内容) 和船公司(2项申报内容)，必须在货物装船前二十四小时，通过AMS 或ABI 系统将电子申报数据送入美国海关。在ISF 申报操作方面，进口商可以委托其信任的海外代理代为申报。
　　至于ISF 和 AMS申报的不同之处,简单区分为:AMS 申报，主要是提单内的信息，货代在申报时多能管控。而ISF 申报主要是供应链上实体单位，部分信息在买方，部分信息在卖方，如何有效的整合这些信息，开始时期比较困难。如果由货代帮忙申报ISF，必须在定舱时，已收集到相关资料。而如果由进口商自己申报，在申报时必须与卖方沟通好一些信息。
　　下面重要介绍下ISF申报即 “10+2 新规”的内容，如下：
　　这里提到的“2”，是对船公司的申报要求。
　　1.船运装载位置计划资料（VESSEL STOW PLAN）
　　2.装载货柜的状况讯息（CONTAINER STATUS MESSAGE）
　　接下来的“10”，就是要求登船前二十四小时再增加申报10个新的信息单元。
　　1.工厂的公司名称和地址 Manufacturer name and address
　　2.卖方的公司名称和地址 Seller name and address
　　3.买方的公司名称和地址 Buyer name and address
　　4.货物送达的公司名称和地址 Ship to name and address
　　5.进口商的海关登记号 Importer of record number
　　6.收货人的美国保税号码 Consignee number
　　7.所有货品的原产地 Country of origin of the goods
　　8.海关关税编号（六码） Harmonized Tariff Schedule No. 6 digit
　　9.货柜的装柜地址 Container stuffing location
　　10.拼箱的公司名称和地址 Consolidator name and address
　　关于ISF的处罚条例，也已经有了相应的要求。在号建议方案ISF的罚金是全部货款总额，但到了号过渡时期正式条款改到每次违规, 罚金五千美元，具体则是2010 年1月26日之后才开始处罚。
　　而在目前的ISF过渡时期申报，需要有以下几点注意的：
　　ISF由谁发送?
　　(1)进口商或 (2)进口商指定的货代或报关行
　　ISF如何发送?
　　(1) 现有AMS系统 (2) 美国海关ABI 关税系统
　　SF10 和 SF05 发送时间
　　和AMS一样, 必须在登船24小时前发送
　　SF10 和 SF05 修改截止时间
　　必须在船到港24小时前做完最后修改
　　最后，提供一些有关ISF的重要日期，以供用户了解：
　　 美国海关CBP发布了ISF 的建议方案 （NPRM- Notice of Proposed Rule Making)
　　 美国海关CBP在联邦公报上公布了ISF过渡时期正式条款, Interim Final Rule , 发布后六十天生效

这个ISF申报很重要的。一不小心就会罚款USD5000。我第一次做就是因为没有按时做好，罚了USD1000。不过第二，三次就好了。这个是因为恐怖分子越来越多，美国那边才搞的这个鬼东东的。

如果客户是没有公司，是以个人名义进口，最好还是让客户自己在美国那边找专门的进口商帮忙弄，总共USD300。如果客户是个公司，这边可以找货代帮忙申请，就填几个表格，很简单，费用是USD35。

ISF 是根据AMS信息发送的 如果晚发的话会有罚金产生 ，我们专业做美加线的 美国自己两家分公司，可以做DDU DDP LDP
